Recently, the Government of Canada has approved the proposal of forbidding the using of perfluorooctane sulfonates (PFOS for short),
its salts and derivative compounds in consumer products, released by the Environment Protection Ministry on 9th Jan, 2007.
This rule requires banning manufacturing, using, selling and importing PFOS or any product containing it from 29th May, 2008,.
This rule is constituted by Canadian Environmental Protection Act 1999 (CEPA 1999 for short), article 319, sub-article 93(1),
aiming at preventing following materials polluting the environment.
In Europe, the Parliament voted and passed directive 2006/122/EC, amending for the Council Directive 76/769/EEC on the approximation
of the laws, restrictions on the marketing and use of certain dangerous substances and preparations of perfluorooctane sulfonates
(PFOS). Member States shall adopt and publish, not later than 27 December 2007, the laws, regulations and administrative provisions
necessary to comply with this Directive, and shall apply these measures from 27 Jun, 2008.

Exception:
Some application is allowed for 5 years after 29th May, 2008. Such as:
Chrome plating, chrome handle anode, reverse etching
Nickel-polytetraethylene electroless plating
Etched plastic substrates before metalizing

Exceptions:
Photoresists or anti reflective coatings for photolithography processes
Photographic coatings applied to films, papers, or printing plates
Mist suppressants for non-decorative hard chromium (VI) plating and wetting agents for use in controlled electroplating systems

Harm of PFOS
PFOS is a kind of Fluorine compounds, which is able to stand high temperature, corrosion resistant, water and oil proof. Fluorine
compound is harmful to the human beings and wild lives, which gather in the fatty tissue of lives. There is proof that fluorine compounds,
including PFOS, may lead to baby defects, have a negative impact on the immune system and thyroid function, and cause infant
development problems in pregnant period. The US Environmental Protection Agent considers bladder cancer has some relation with
occupational contact with PFOS.
The application of PFOS
1. Surface dealing with: Clothes, furniture decorating, car’s interior water, oil or dust proof.
2. Paper protection: As a part of pulp, in order to guarantee Paper and cardboard’s prevention of oil and water.
3. Performance Chemicals: It’s widely used in specialized industrial, commercial and consumer areas. Special application includes
fire foam, surface active agent of mines and oil wells. Anti-acid mist of corrosion of metal plating and electronic corrosion slot,
photolithography processes, electronic chemicals, hydraulic liquid agent, basic cleaning agent, floor polishing agent, photographic
negatives, denture cleaning agent, shampoo, chemical media, coating agent, carpet cleaning agent, and insecticide.
